The Urban Community Resilience Assessment (UCRA) is a tool that help cities identify differentiated needs for resilience planning and urban poor communities, and focus on current and future climate risks. Lead by World Resources Institute (WRI), this project is implemented in three cities spread across three countries: Surat, India; Semarang, Indonesia and Rio de Janeiro, Brazil. Three communities are selected and studied in this project with aims of improving resilience evidence base, informing evidence-based project planning and influencing policy & replication.
