Developing Local Climate Change Plans: A Guide For Cities In Developing Countries

This tool provides local policy-makers and major stakeholders with a methodology to plan for climate change. These plans must address both mitigation (e.g., reducing the concentration of greenhouse gases in the atmosphere) and adaptation (responding to the impacts of climate change). If they are to be effective, local plans for climate change (both adaptation and mitigation) require the involvement of a variety of stakeholders and a specific focus on the most vulnerable groups.

Mbale, Uganda - Enhancing urban resilience through community participation

Mbale Municipality is located in eastern Uganda in Mbale District. Mbale is the location of the district headquarters and is the central town and commercial centre. It is located 245 kilometres from Kampala and about 50 kilometres from Uganda’s border with Kenya.

With support from Cities alliance and UN-Habitat, the Government of Uganda piloted the Social Tenure Domain Model (STDM) in Mbale municipality. Implementation involved many stakeholders including the central government, municipal government and civil society organisations representing the urban poor in Uganda including ACTogether, Slum Dwellers International and the National Slum Dwellers Federation of Uganda. The STDM was linked to earlier work by the government-led Transforming Settlements of the Urban Poor in Uganda (TSUPU) program which was launched in 2010 in partnership with the Government of Uganda and the Cities Alliance.

City Resilience Profiling Tool

The City Resilience Profiling Tool (CRPT) is a self-assessment tool primarily addressed to municipal leaders, managers, urban planners, and other personnel with a responsibility for ensuring the safety, maintenance, and security of all aspects and functions of an urban area, including critical infrastructure and services, health facilities, transport and telecommunications networks, sanitation, water, etc.
