Understand and baseline

The OECD’s resilience systems analysis framework takes a systems approach, building on a shared understanding of both a wide range of risks and stresses and the multi-dimensional aspects of well-being. The approach has been developed to ensure that decision makers can operationalise plans to strengthen resilience in the system, and integrate these aspects into policies, strategies and development efforts at every layer of society to improve well-being and better cope with shocks and uncertainties.

The Cities Programme, the urban arm of the United Nations Global Compact, has developed a diagnostic and reporting tool termed the ‘Global Compact CityScan’. This has been done to support cities and regions who are playing an increasingly important role in tackling critical global issues. In the first stage of its development, the CityScan has been trialled in 20 countries (2014-15).

The impacts of climate change are being felt in cities around the world. Successful city adaptation depends on both an appropriate planning process and effective implementation.

The Disaster Resilience Scorecard provides a mechanism to measure a city's progress in building resilience and allow the city to develop a prioritized list of actions to be taken to improve it. The scorecard is based upon the Making Cities Resilience Campaign's Ten Essentials: the assessments are structured in 10 sections and have been designed to add a level of detail to those Essentials, making them more specific and tangible.

The City Resilience Assets & Risks Tool is part of Phase I of the City Resilience Strategy, created by 100 Resilient Cities (100RC) as a customized roadmap, which cities use to build their resilience.

Building resilience in cities requires an understanding of both what contributes to resilience and how it can be measured.  To address this gap, Arup has developed the City Resilience Framework and the City Resilience Index with support from The Rockefeller Foundation. These tools provide cities with a comprehensive, accessible, technically robust and globally applicable basis for assessing and measuring resilience at a city scale.

Developed by Arup with support from the Rockefeller Foundation, The City Resilience Framework (CRF) provides a lens to understand the complexity of cities and the drivers that contribute to their resilience, and a common language that enables cities to share knowledge and experiences.

The CityStrength Diagnostic was developed as a means of engaging with cities on the complex issue of resilience by using a holistic approach to identifying priority action and investments to strengthen urban systems. The methodology first evaluates resilience on a sectoral basis and then brings together the findings to think holistically about the city’s resilience. With this in mind, the CityStrength Diagnostic is structured around sectoral modules that cover topics within the city and metropolitan area purview. In addition, new modules can be created based on client’s demand.
