ICLEI ACCCRN Process Workbook

The ICLEI ACCCRN Process (IAP) enables local governments to assess their climate risks in the context of urbanisation, poverty and vulnerability and formulate corresponding resilience strategies. It draws on the experiences from the ten core ACCCRN cities (see www.acccrn.org) and existing ICLEI approaches and has been applied in a range of cities in Indonesia, Bangladesh, the Philippines and India.

This toolkit is targeted at city governments and their role in catalysing community building. It provides a streamlined process that is simple and yet rigorous, and which can be implemented by the cities themselves, with only minimal need for external support. It enables local governments to assess their climate risks, formulate and implement corresponding resilience strategies. The vision is to build resilience to climate change across all urban systems and groups, in particular the poorest and most marginalised.

The ICLEI ACCCRN Process has been designed in a step-by-step format, divided into 6 phases. This version of the toolkit focuses on the first four phases:

1. ENGAGEMENT

Mobilize political and administrative  support, establish a climate core team, involve local stakeholders, develop a communications plan, and conduct an initial assessment of the city’s progress towards dealing with climate change.

2. CLIMATE RESEARCH  AND IMPACTS ASSESSMENT

Identify key climate change impacts through shared learning dialogues, identify and prioritise vulnerable urban systems. 

3. VULNERABILITIES ASSESSMENT

Produce climate  vulnerability  hotspot  maps, identify vulnerable social groups, analyse adaptive capacities of social groups and impacted urban systems.

4. CITY RESILIENCE STRATEGY

Develop, screen, and prioritize resilience building interventions, link them to existing city plans, and compile  the information into a City Resilience Strategy.

The  ICLEI ACCCRN Process (IAP) has  been  developed  by ICLEI -  Local  Governments   for Sustainability’s  South  Asia  and  Oceania  offices  through   involvement  with  the  Rockefeller Foundation  supported Asian Cities Climate  Change  Resilient  Network  (ACCCRN) program.
